yes, we keep giving them money. it's ok, it might not sound right, but honestly, Arafat or political wing of Hamas? Hamas the only Palestinian organizations that actually builds and supports hospitals, schools etc. If they find US money is more important than financial profits from jihad, and if we force them to make a choice between the two they just might take US money. Plus even the idea of taking money from US can be played off as "sell outs" by other exremist organizations. Humas needs money and they will take it from whoever gives it, so cutting in line in front of Syria and Iran and "buying political influence" is not the worst thing to do.
