The Voting Rights Act of 1965, as amended, ensures that all qualifying U.S. citizens have the opportunity to cast their ballots without interference. The act specifically prohibits the use of literacy tests and poll taxes by political subdivisions as a method of discriminating against certain segments of the voting public. Prior to the act, literacy testing had been implemented in some areas of the country to exclude the uneducated poor and certain ethnic groups, particularly those citizens whose primary language was other than English. The poll tax, which was ordinarily levied against all voters within the political subdivision, was often set sufficiently high to eliminate the low–income vote, yet sufficiently low for middle and high income voters to manage the fee with ease.
